It is true that movements troops took place at the frontier on the day of the interview of Ber- chtesgaden and also on the following days. In all, it would have been a serious test for the nerves of Schuschnigg and of his colla- borators which they doubtless have been unable to sustain....

Mussolini's refusal to intervene with Berlin in favour of Austria, must have played a decive part in the decisions of the master of the Third Reich. It is also necessary. to emphasize the fact that, with the exception of the timid and late steps undertaken by the French Minister at the Ballhausplatz, no foreign: Power intervened in any way. The Chancellor saw in this a confirma- tion of his pessimistic outlook and of his conviction that, in the event of a catastrophe, Austria would be left to her own · resources, this was proved by the general re- hearsal.
