It is true that movements troops took place at the frontier on the day of the interview of Ber- chtesgaden and also on the following days. But it can be stated to-day, in view of the fact that it is known that these movements were purely designed to impress, Austria, that they were a military bluff for the purposes of a political bluff. The real measures were not taken on February 12th nor on the days fol- lowing, but in March 11th. It is, on the contrary, more than pro- bable that the rejection of the ulti- matum would have merely provided the signal for a terrorist campaign in Austria. In all, it would have been a serious test for the nerves of Schuschnigg and of his colla- borators which they doubtless have been unable to sustain....

It is also necessary. to emphasize the fact that, with the exception of the timid and late steps undertaken by the French Minister at the Ballhausplatz, no foreign: Power intervened in any way. The Chancellor saw in this a confirma- tion of his pessimistic outlook and of his conviction that, in the event of a catastrophe, Austria would be left to her own · resources, this was proved by the general re- hearsal.
