Policy Hardens Under Mr. Arita

Tokyo, To-day.

The future policy of the new Japanese Foreign Minister, Mr. Arita, towards Great Britain, Germany and Italy is outlined by the "Tokyo Nichi Nichi" yesterday.

The conversations conducted by the former Japanese For- eign Minister, Ugaki, with the

· British Ambassador, Sir Robert Craigie, concerning the China problem are to be regarded as closed.

Mr. Arita, however, is ready, to resume the conversations should Sir Robert Craigie de- sire it but only subject to the

condition that a new basis of negotiations is to be adopted.

Japan regards it as a matter of course that Great Britain recognises the new situation in the Far East if the negotiations are to lead to an understanding with Japan.

The "Nichi Nichi" also states that Japan is ready to consider German economic participation in rehabilitation of the Chinese market seeing that during the China conflict Germany and Italy-have maintained a friend- ly attitude towards Japan. Mr. Arita is said to be convinced of the necessity of strengthening a German-Italian-Japanese col- laboration in building up a new China-Trans-Ocean.
