It is understood that the League Council has decid- ed to comply with China's request for applica- tion of Article XVII of the Covenant, and will approach Japan under the Article's provisions. Some Chinese circles in Geneva believe that one of the effects of the Council's decision will be to induce the United States to apply the Neutra- lity Act against Japan.
Dr. Wellington Koo, the chief Chinese delegate,
presented China's appeal yesterday in clear cut terms.
