Rumours concerning the new Czech proposals have taken on a more positive form. It is stated that President Benes intends to issue a proclama- tion to the country in the near future, from which it is assumed that the new proposals are backed by his Presidential authority. The basis on which negotiations with the Sudeten Germans are to be resumed, are said roughly to be as follows:

The fundamental principle will be the establish- ment of cantons instead of the present pro- vinces of Bohemia, Slovakia and others. The exact number of these cantons is not yet known, but is believed to be around 23. These cantons will possess, as far as possible, a uni- fied national structure depending upon the na- tionality of the inhabitants.

These cantons will be regarded as self-administrative units. It is possible that the German cantons will then be unified into a Canton Federation, although the final deci- sion on this point has not yet been made. Groups of other nationalí- ties that happen to live within these cantons will be protected by special decrees.
