Thirteen Generals Retire Under New System

London, To-day.

On August 5th, the largest "London Gazette" ever published in the history of the Army contained the promotions of more than 2,000 officers. To-night's "Gazette" marks a further stage in the operation of the conditions of officers' service announced by the Secretary for War on July 28th.
