CLASHES WON'T DEVELOP

The news of further clashes between the Soviet and Japanese troops has evoked speculations with regard to the outcome, but opinion is generally inclined to the view that neither Moscow nor Tokyo desire war. Certainly not Tokyo in view of its commitments in China.
The German paper "Nachtausgabe" declares: "We do not believe that Moscow is seeking the risk of a genuine war and we know Tokyo will do nothing to increase the tension. Soviet Russia will be held responsible for incidents."-Reu- ter.

There is no tendency to alarm in well-informed circles of London with respect to the Russo-Japanese incidents, states Reuter's diploma tic correspondent.
