The Chinese Government yesterday filed a protest with the British and American Gov-.. ernments in connection with the handing over to the Ja- panese authorities, by the po- lice of the International Set- tlement of Shanghai, of an al- leged Chinese "terrorist."

The action of the Shanghai Municipal Council is said to have been in violation of the Court Shanghai Provisional Agreement.

The alleged "terrorist” is re- ported to have been handed over to the Japanese authori- ties in Hongkew in accordance with the recent "Emergency Proclamation" by the Shanghai Municipal Council. It is said that he was arrested on July 7, with a bomb in his possession.
