Up to the present, between 8,000 and 9,000 cases had been dealt with this year and if the number was doubled or trebled, the present policy would still be futile.

Fines were heavier than usual and they were warned against this type of offence. They were then ignorant of the regulations but since that time very few cases had occurred.
