Lord Halifax, the Foreign Minister, is still await- ing a report from Sir Herbert Phillips, the Bri- tish Consul-General in Shanghai, on the most recent steps he has taken regarding represen- tations to the Japanese Government to permit the free circulation of the tramcars of the Shanghai Eletcric Construction Company in the Hongkew and Yangtsepoo Districts. This was the reply made by Mr. R. A. Butler in the House of Commons yesterday afternoon to questions on the subject.
