FRAUD THROUGH ACCOUNTS
That the Chinese book-keeping sys-- tem needs radical improvement in many phases as there are so many op- portunities for frauds and falsification was argued by Mr. Thomas Le C. Kuen, A.A.A., A.L.I.S., in a talk on "Fraud In Accounts" at the luncheon of the Hong Kong Y's Men's Club at St. Francis Hotel this afternoon.
The speaker summarised the general types of fraud which are constantly met with in the ordinary course business and went on:

There is a misunderstanding in the minds of the public on the duties of the auditor. Invariably they think an auditor is appointed to detect frauds in the same way as the appointment of a detective is to find a murderer. In fact, an auditor, although he partly to detect fraud, is not suppos- ed to suspect if there are no circum- stances for suspicion. He is better known as a watch-dog than a blood- hound. This fact, however, does not mean to say that the auditor should be asleep on his job. He must be wide awake and be prepared to spot frauds or discrepancies.
Many persons criminally minded es- cape conviction because they have the excuse that the accounts- are not pro- perly written up. Their methods of keeping accounts, they plead, are con- sistent with the customary practice, I think you will agree with me, however, that, if our present method of keeping accounts is improved, the extent of fraud will be considerably reduced.
In order to improve the present system, what course can practically be pursued without causing too drastic an evolution? The answer is a system that improves rather than abandons a method which dates back as far as Confucius and to advocate the new method by inculcating its utility in the minds of the younger generation of business men.
