The Premier's Financial Bill includes a tax on the sliding scale beginning at four per cent. on capital of 100,000 francs. The 40-hour week will not apply to factories engaged on national defence production.

The Bill refers to the need for improvement in the yield from income tax. This will be achieved by raising the rate, certain privileges of ren- tiers will be abolished, repayment of the public debt suspended for two years, and national de fence firms will pay excess profits.
