LORD BUXTON'S LETTER ON CZECHO-SLOVAKIA

London To-day. Czecho-Slovakia continues to occupy the attention of British publie opinion, in connection with the question as to whether the British Government should guarantee Czecho-Slovakian indepen- dence.
LORD. NOEL BUXTON, IN A LETTER TO "THE TIMES” WRITES THAT IF BRITAIN WERE TO PLEDGE ITSELF TO INTERVENE IN WAR TO ASSURE THE SOVEREIGNTY OF CZECHS OVER GERMANS, WITHOUT FIRST GETTING TO KNOW THE WISHES OF THE LATTER, IT MIGHT EASILY BE FINDING ITSELF FIGHTING AGAINST THE PRINCIPLE OF SELF-DETERMINATION.
Lord Buxton proposes that, as in the case of the Saar, a free plebis- cite, under neutral control, should be held in Sudeten German term- tory.
Should the result be that some. districts vote in favour of union with Germany, then a neutral com- mission should be entrusted with fixing the new frontier.
