Foreigner's Vivid Story Of Soviet Preparedness

With new aeroplane and submarine bases being constructed with feverish rapidity, the Soviet Maritime Provinces are virtually on a war footing.

This revelation was made to the "China Mail" this morning by a foreigner who has just conclud-
