"Demoralisation" Allegations In Swiss Paper

GENERALISSIMO'S PLAN DEFEATED

Geneva, To-day.

That the League of Nations has done every- thing in order to prevent production and sale of opium in China, is revealed by the statement of the League's Opium Committee, published yesterday.

The efforts of the committee, however, have failed in that it has not been able to establish con- trol in territories controlled by the Japanese.

It is freely stated in Geneva that the Japanese military commanders in China have promoted not only the production but also the sale of opium in China, in order to “demoralise” the Chinese civilian population.
