The fact that the decisions of the Japanese Im- perial Council, taken at Tokyo on Tuesday, and dealing with Japanese attitude towards the Chinese Central Government, have not yet been published is regarded by the London press as an indication of Tokyo's desire to leave the door open for further negotiations.
