JAPANESE IN TSINGTAO CELEBRATE

A. R. Hogg, the Briton who commanded the Volunteers, and members of his staff went to the German Club this morn- ing where they found Captain Shiraishi and Major Negata drinking a toast to the Ja- panese Emperor.
Captain Shiraishi said in Japanese: "The Japanese navy arrived here to-day and feels much obliged to the different nationals of Tsingtao for tak ing care of the city for the time being. We intend to nego tiate with the highest Chinese authorities here."
Mr. Hogg responded suit- ably.
