CHIANG KAI-SHEK ON THE ULTIMATE VICTORY

Hankow, To-day.

"No matter how the present situation may change, we must not surrender but march onward,” declares General Chiang Kai-shek in a manifesto to the nation, broadcast yesterday from his field headquarters.

The Generalissimo said that since the begin- ning of hostilities, Chinese army casualties on all fronts exceeded 300,000, and the loss of civilian life and property is beyond computation.

He added: As long as I live, I will pursue to the utmost of my ability, resistance to the bitter end, and will secure ultimate victory for the nation.

Appraising the probable_out- come of the hostilities, we are con- vinced that the present situation is favourable to China..

BASIS FOR SUCCESS "The basis of China's future suc-i cess in prolonged resistance is not to be found in Nanking nor in the big cities but in the villages all over China, and in the fixed deter- mination of the people.

"The time must come when Ja- pan's military strength will be com- pletely exhausted, thus giving us the ultimate victory. Reuter.

In order to achieve this purpose, the message adds, the educational department of the executive com- mission of the new government is formulating fundamental principles regarding cultural and educational problems.

Such doctrines as the "Three

Principles of the People," which axe.described as likely to “mislead” the people, will, as stated, be dis- carded, while Confucianism, de- clared to be the foundation of Oriental thought, will be fostered.
