The U.S.S. Panay was hit by a bomb which was dropped from a great height at 1.50 on Sunday afternoon, and was abandoned at 2.05 p.m., but be- fore sinking, the gunboat was machine-gunned by two Japanese naval landing motor boats who then boarded her and left before the sinking.

This sensational account of the tragedy is con- tained in the first eye-witness story received by radio in Shanghai.

Another account says that survivors of the Panay were shot at by Japanese airmen with ma- chine-guns after they had struggled ashore.
