Japanese Demands
On Shanghai. Municipal Council
London, To-day.
Questioned by Lt.-Com. R. T. H. Fletcher (La- bour, Nuneaton) in the House of Commons yester- day in regard to demands the Shanghai Municipal Council had received from the Japanese military authorities, Mr. Anthony Eden, in a written reply, says he was informed that on December 3, the Jap- anese representative handed to the Commissioner of the Shanghai Municipal police a statement indi- cating that the Japanese military authorities re- served the right to take independent action in the Settlement without previous notice to the Council if the situation rendered it necessary.
The Council referred the matter to the Consular Body, who, Mr. Eden understood, were now com- municating with the Japanese an- thorities.
Lt-Com Fletcher asked through what channel his Majesty's Govern- ment communicates with the Shang- bai Municipal Council in regard to action they consider the Council should take in regard to demands formulated and action taken by the Japanese military authorities.
CONSULAR BODY
Mr. Eden, in a written reply, said that the Council is an internation-{ "al body, and any advice of the na- ture indicated would be communi- cated to the Council collectively by! the Consular Body through the Senior Consul in Shanghai. ✨
Conversely, if the Council desir- ed such advice, it would refer to the Consular Body through the Senior! Consul-Reuter.
