In his usual vigorous and outspoken style, Signor Mussolini declared in the leading article in "Popolo d'Italia" yesterday that failure of the Brus- sels Conference was a source of great satisfaction to him as he had never had any confidence in the effectiveness of the League of Nations.
"Collective action and the principle of collec- tive security have led to collective failure in the Brussels fiasco.”
The Duce continued: "The cautious Mr. Nor- man Davis lost his wind like a fast track athlete when he saw visions of an invitation to London, and first participation of the United States in a Euro- pean conference for collective action has certainly proved a lamentable failure.
"Mr. Davis perhaps now realises that it is not wise policy to organise conferences, the futility of which is obvious to everybody.
