London, To-day. ELIMINATION of Article XVI of the League Covenant was suggested from two sides, name- ly, Lord Sankey, the Government Labour Peer, and Lord Stonehaven, the Conservative Peer, when the debate on foreign affairs was resum ed in the House of Lords yesterday.
