The undertaking is to be financed by voluntary subscription, insofar as the Settlements do not pay for themselves.

ECONOMIC RENTS
Two of the primary rulings are that every tenant shall be given at least the full cubic space to which he is entitled under local regula- tions against overcrowding, and that the rents to be charged shall Coincide with the estimated rents that would be charged if the Set- tlements were owned by Govern ment or some local body not out to make a profit, and that where ten- ants cannot afford the full econo- mic rental, differential arrange- ments will come into force at the discretion of the tenancy commit- tee.
EDUCATION AND AMELIORATION
The main objects of "Social Set- tlements" are:
(1) To provide settlements in and around the slum districts
of Hong Kong and Kowloon catering for - the poorest classes:
(2) To attempt to provide sani- tary, ventilated, lighted, un- crowded accommodation for tenants at rents which their means can afford.
