Important conversations were held yesterday between Mr. Anthony Eden (Britain), Mr. Norman Davis (United States) and M. Yvon Delbos (France), at which it is understood the three states- men considered every hypothesis in regard to the Japanese reply to the Brussels memorandum so that they can submit suggestions without loss of time when the reply is received.

There is now very little doubt, however, that the reply will be categorically negative. The only uncertain point is whether the door will be left open for further negotiations.

Japanese quarters assert that Ja- pan will not suspend military opera- tions until she has achieved com- plete success, but General Chiang Kai-shek's declaration of determina- tion to continue resistance shows no sign of weakening on the part of China

Mr. Eden, Mr. Davis and M. Del- bos are also understood to have dis- cussed the position of the foreign Settlements at Shanghai, and what protective steps should be taken- Reuter
