NANTAO REFUGEE ZONE Official Opening Arranged For Noon To-Day

The arrangement establishing the northern part of Nantao, the Chinese City adjoining the French Concession, as a safety zone, becomes effe- tive this afternoon.

The arrangement includes Chinese guarantee to have no troops in the sector.

Police duties in the zone will be performed by ordinary Chinese police armed with pistols and not the normal carbines.

Administration of the district) will remain in Chinese hands.
