DIFFICULTIES CROP UP
IN FAR EAST CONFERENCE
Italy Insists On Place In “Small
Small Committee
DEFINITE DECISION TO MAKE FURTHER APPROACH TO JAPAN
Brussels, To-day.
That there appears to be some difficulty in or- ganising the sub-committee of the Nine-Power Conference on the Far East, seems to be implied by the fact that the meeting of the full committee, scheduled for 6 o'clock yesterday evening, was ad- journed till 10.30 this morning.
The meeting was to have dealt with the num- ber and composition of the sub-committee, which is apparently presenting difficulties.
While Belgium, Great Britain and the United States will naturally be members of the sub-com- mittee, there are reasons to believe that Italy would insist on a place if France were elected, hence the adjournment, to enable conversations to be held overnight.

That the Conference is not an emanation from the League of Nations, and
That it is not too large as the Japanese suggest because all nations represented have a big interest in the Far East.
It is expected that it will be pos- sible to resume full meetings in week or ten days.
JAPANESE REFUSAL EXPECTED
While the opinion is generally held that the Japanese reply will be negative, it is believed in some quarters that she may make accep tance conditional on recognition of all developments in the Far East since the Washington Treaty, es- pecially the conquest of Manchu kuo.
In addition to investigating the possibilities of Japanese co-oper- ation, the sub-committee is in- the tended to eventually offer Conference's good offices as me diator between China and Japan.
