Three difficulties arose at the meeting of the non-intervention sub-committee, which lasted over four hours yesterday.
Firstly, Count Grandi (Italy) insisted that all members of the sub-committee should unanimously agree to the British plan in the same way that Italy had done.
Secondly, the Russian delegate intimated that the Soviet was not prepared to grant belligerent rights to the warring parties in Spain until with- drawal of volunteers was completed.
