It is understood that it is now practically cer-. tain that the Nine-Power Conference will meet in Brussels in a fortnight's time, and it is virtually certain that the United States will be represented.

The suggestion that the Nine-Power Confer- ence be held in Brussels is warmly welcomed in the Belgian capital.

While Belgium has had extensive trade with China, the negligible political interest of Brussels makes the city neutral ground, especially as Bel- gium long ago abandoned her Concession at Tien- tsin and is not a signatory of the Nine-Power Pact.
