don of the International Sugar Council, a communique issued last night states that the Council. con- sidered ratifications of the Interna- tional Sugar Agreement of May, 1937, and took note that 14 Govern- ments had already either ratified the agreement or had made declar- ations under Article Four of the Protocol.

Ratifications of other countries which were not yet forthcoming owing to constitutional or other similar requirements are expected in the near future.

Accordingly, the Council resolv- led to recommend the Governments

They came to the conclusion on best information at present avail- able that requirements of the free market during the present sugar year are likely to exceed 3,500,000
