After a frank debate, the committee of twenty- three yesterday passed a resolution condemning the bombing of Chinese open towns by Japanese planes, resulting in loss of life among innocent civilians, and declaring that no excuse can be made for such acts which have aroused horror and indig- nation all over the world.
