Shanghai, To-day.
An official Chinese report says that the Japan- ese Takahashi Brigade, which has been fighting near Lotien since September 20, has been reduced to the strength of a battalion in three days of futile attempts to break through the Chinese lines.
All that remained of the Brigade has been withdrawn from the front lines.
The Brigade lost 400 dead and 41 machine-guns on the n on the night of September 23.
The third Japanese attack launched within a week against the town of Lotren, north of Shang- hai, was successfully repulsed by the Chinese yes- terday.

Occasionally, artillery fire is heard, with the Pootung batteries drop ping odd shells into Hongkew and the Japanese desultorily shelling the Kiangwan lines.

CAPITAL SHIPS AT SHANGHAI

Section 5 of the Merchant Ship- ping (No. 2) Amendment Ordin- jance, 1934 repealed the first three sub-sections of section 41 of the
principal Ordinance and substitut- ed three new sub-sections. The new sub-section (2) provided that where by or under any of the Mer- chant Shipping Acts functions are required to be performed by the Governor, such functions may be performed by the Governor or b any public officer nominated for the purpose by him.
Ordinance No. 25 of 1934, is not yet in force, as by section 7 thereof its operation is suspended pending the notification of His Majesty's pleasure thereon.

The object of clause 2 of the draft Bill is to repeal the new sub- section (2) of section 41 of the principal Ordinance. It will not affect, however, the repeal of the former sub-section 41 effected by the first paragraph of Section 5 of Ordinance No. 25 of 1934.
Section 2 of the Merchant Ship- ping Amendment. Ordinance, 1935 (Ordinance No. 28 of 1985) effected three amendments in section 2 of the principal Ordinance.
