DR. C. T. WANG'S WASHINGTON STATEMENT

Washington, To-day- Regret at the civilian fatalities in the International Settlement and French Concession at Shang- hai by Chinese bombs was ex- pressed by the Chinese Ambas- sador, Dr. C. T. Wang, in a state- ment here yesterday.

Dr. Wang said: "It is to be re- gretted that civilian lives were sacrificed in China's defence of de- mocracy against the insatiable Japanese militarism."

The Ambassador added that the Chinese Government had “deliber- ately refrained" from the use of aircraft since the Lukouchîso inci- dent for fear of endangering the lives and properties of civilians, but Japan had repeatedly resorted to the use of aeroplanes, not only
