President Roosevelt, in letter to Senator Thomas, says: "I am in complete sympathy with your objective in respect to elimination of unneces sary fluctuations in the value of the dollar.

However, in view of the complexity of the in- ternational scene at present, it would be dangerous to adjust ourselves to any rigid pattern."
