An agreement in principle for the proposed establishment of international officers at Spanish ports was reached at yesterday morning's meeting of the chairman's sub-committee of the non-inter vention committee.

Semi-official quarters in Berlin say that although the importance of Mr. Anthony Eden's statement that the British non-intervention plan must be accepted as a whole

"It is not merely that President Azana has declined in his usual ar- rogant manner to accept restora tion of parity between the warring parties," says the diplomatic news agency, "for, quite apart from this, there is talk in Soviet and French Popular Front circles of encumber- ing the plan with considerable réservations.
