FRANCO-GERMAN TRADE AGREEMENT EXPECTED TO IMPROVE RELATIONS
Paris, To-day.
The Franco-German Trade Treaty signed on Saturday was the culmination of a long series of negotiations which began shortly after expiry of the old Treaty in 1935.
The result now achieved is not only of econo- mic significance but, thanks to deeper under- standing of mutual needs and to the friendly spirit in which the negotiations were conducted, is also of great political importance.
It is particularly noteworthy that the new French Cabinet which, on taking office found that the work of its predecessor had almost reached completion, immédiately used all its influence to bring the negotiations to a positive result without delay.
The new Treaty comprises a series of agreements concerning ex- change of goods in commerce, me- thod of payment, tourist traffic and many other matters.
TWO-YEAR BASIS
The new agreement takes the place of the commercial payments agreement hitherto in operation and is based on that between France and Germany signed on July 28, 1934. It comes into force on August 1 this year.
The agreements run in the first instance for two years, till August, 1939.

The fundamental difference be- tween the present and the previous agreement is that in place of clearing agreement, both countries will settle in cash and that in cal- culation of goods traffic, German exports will be taken as the basis.
The new Treaty, accordingly, is in principle the same as the Belgo- German Trade and Payments Agree- ment..

QUOTA EXTENSIONS The payments plan is based on estimated German annual exports and also provides extension of exist ing quotas and for reduction of cer- tain import duties.
