SUGAR SHIPMENT LOCAL SHARES
TO HONG KONG PROHIBITED
Official action to prevent the shipment of raw sugar from the Philippines to Hong Kong has been taken by the High Commis- sioner, Mr. Paul V. McNutt, ac- cording to advices from Manilą.
The prohibition is the result of the discovery of a violation by the" Philippines of the recently 'con- cluded London Sugar Agreement, in the form of alleged "dumping" of reserve sugar in Hong Kong.
Javanese interests are believed to have protested against the ship- ments.
HOOVER LOSES CARGO
On Saturday last, Mr. Jorge B. Vargas, secretary to Mr. McNutt, refused a permit for shipment to Hong Kong of 100,000 pounds of sugar by the President Hoover, and it is understood that the prohibi- tion will apply not only to Hong Kong but to all foreign countries until the position of the Philippines under the agreement is properly understood and interpreted.
It is stated that since May 6, when the London Agreement was signed, some 6,000 tons of sugar. have been dumped in Hong Kong at prices violating the agreement.

SUGAR COUNCIL
Preliminary Body To Meet In July 5
London, To-day. The Preliminary Sugar Council, which will meet on July 5th and supervise business until a Perman- ent Council has been formed when the International Sugar Pact comes into effect, will, according to Eng- lish circles concerned, have to deal with problems which, by technical nature, could not be dealt with in the Sugar Agreement.
Among these questions is that of the position of convention members. Moreover an adoption of an export quota for members for the first Hong season has in the meantime become this morning necessary. Finally, so it is -assum- ed, the British Government will
