The Viceroy of India, in the course of a very lengthy message to India published to-day, re- views the Constitutional situation.

The Viceroy expresses agreement with Gandhi's suggestion that only when serious dis- agreement occurs between a Governor and his Ministers should any question of severance of their relations arise, but states the opinion that such extreme cases are most unlikely to occur in ordinary circumstances.
