HUKUANG BOND OFFER

MADE BY NANKING GOVERNMENT

INTEREST RATE IS

REDUCED

The Chinese Ministers of Fin- ance and Railways announce the following offer concerning the ser- vice of the outstanding bonds of of the Hukuang Railway Loan 1911 amounting to about $5,650,- 000, under which the interest rate paid is to be reduced in 1937-38 and the amortization plan modi- fied. Other provisions of the Hu- kuang Loan contract are to re- main unchanged.

New Provisions

Interest is to be paid at the rate of 22 per cent. per annum in 1937-38 inclusive and five per- cent. per annum thereafter. Pay- ment of interest is to be made out of net earnings of the railway and salt revenue. guaranteed out of Interest due as from January 1. 1941 is to be guaranteed also out of customs revenue with rank as of the date of this announcement. Amortization is to begin in 1941 and to be completed in 39 years from 1937 according to a table to be filed with the paying agents.. Payment of amortization and of the scrip to be issued in accord- ance with paragraph three here- of is to be made out of net earn- ing of the railway and any de- ficiency to be made good from re- venues under control of the Minis-. try of Finance. The Government upon reasonable notice and with- out premium may increase the amount of principal retired on any payment date. Bonds drawn but not yet retired are to be paid according to the order of drawing.

Arrears Of Interest

Interest in arrears is to be cal- culated at one per cent. per annum simple interest instead of five per cent. Non-interest-bearing scrip is to be issued for arrears of in- terest so calculated, and also for one-fifth of the short fäll of in- terest during 1937-38. This scrip is to be paid beginning 1942 over approximately twenty years, the yearly instalments to be stantially equal except that the transferring to the last three of Government reserves the right of

the aforementioned approximately twenty years not over fifty per cent of payments due in the first three years.

London Silver Prices

The demand rate of the Hong Kong dollar this morning was 1/2-23/32.

"Spot" silver was quoted at 20- 3% and "forward,” at 20-7/16.

Announcement also was made that the railway authorities are taking steps to improve the con- dition of the railway and its ad- ministration on the general lines contemplated in the loan agree-rate at ments with a view to benefiting both the interest of the Govern- ment and of the bondholders.
