One of the strongest indictments ever heard against any country was charged against the Jap- anese Opium policy in North China before the Opium Advisory Commission, yesterday by Mr. Stewart Fuller, the United States' delegate.
After complimenting the Chinese Government on their sincere and successful efforts to stamp out the opium habit, and pointing out that the opium crop had been reduced in Honan and in Szechuan by 50 per cent., Mr. Fuller said that in three North- Eastern provinces, namely Manchuria, there was a 17 per cent. increase in the area under cultivation, and an increase of 28 per cent. in the revenue real- ised from the culture of the opium poppy.
