The Portuguese delegate re- plied that a new Governor of Macao had just been appointed. who is studying ways to pre- 'vent smuggling, but added that Macao is surrounded by many small islands which are Chinese

NATIONAL GOVERNMENT The Minseito and the Seiyukai, the manifesto declared, are now unable to suffer the existence of the present cabinet for another day, and are anxious to see the imme- diate formation of a national Gov- ernment representative of the people.
