“The time has arrived for us to take further action to extend the frontiers of social progress, declared President Roosevelt in a special message to Congress yesterday.

The Chief Executive's message recommended enaction of the new Labour Law providing mini- mum wages and maximum hours and a ban on the products of child labour and employers who exploit unorganised labour.
