The delay is said to be due to the endeavours of France and Britain to persuade Belgium to agee at least to co-operation in the military field. So far Belgium has, refused and insists on complete release from all her obligations.
The declaration will probably not be published till after Mr. Anthony Eden's visit to Brussels this week- end, when he will discuss the ques- tion
