The three Foreign Ministers of the Little Entente countries (Czecho - Slovakia, Yugo - Slavia and Rumania) held lengthy con- versations at the Foreign Minis- try in Belgrade yesterday morn- ing___ when the Entente Council conference opened.

Moscow, To-day. M. Rakowski, a former Russian Ambasador in London, and former Foreign Minister of the Ukraine, was arested yesterday.

The communique states that since the rights of a belligerent cannot be invoked at present, orders given to French mer chantmen navigating over three miles from the coast by Spanish warships to heave to and change course, remain contrary to inter- national law and the principle of freedom of the seas.

It adds that no act of war or police undertaken by a Spanish vessel could be tolerated in French territorial waters, what ever might be the flag of the vessel of which it was the object.
