Berlin, To-day.

When the German Ambassador in London, Herr Joachim von Ribbentrop, returned to Eng- land on Wednesday, he carried with him a memor- andum in which was set forth Germany's attitude towards the problem of a new Western Pact.

THIS WAS ANNOUNCED IN OFFICIAL QUARTERS HERE YESTERDAY.

IT IS BELIEVED THAT THE MEMORANDUM TOOK THE FORM OF A REPLY TO SEVERAL QUESTIONS WHICH THE BRITISH GOVERNMENT PUT TO GERMANY LAST NOVEM- BER.
