Third Street, the residential district of Covington, in Kentucky, during the re- cent floods was under more than ten feet of water, covering completely the lower floors of the homes. This dramatic picture reveals the appalling extent of the Ohio River's floodwater.
The flood barrier at Cairo, at the confluence of the Ohio and lississippi Rivers, as workmen and army engineers added to the top of the wall to hold back the floodwaters which threatened to engulf the city.
