RECENT GERMAN INVIOLABILITY OFFER DISCUSSED

(SPECIAL TO THE "CHINA MAIL”)

The Hague, To-day.

The Netherlands Government is not prepared to conclude an agreement with any foreign Power over the inviolability of Dutch sovereignty.

So declared the Netherlands Foreign Minister, Jonkheer A. de Graaf, in a speech to the Cham- ber on Saturday in reply to Ger- many's offer for a guarantee of the Netherlands' territorial in- tegrity.

The Minister declared that the Netherlands was fully conscious of the good intentions which, found expression in the German offer but the Government was not prepared to conclude an agreement.

Clarification Sought Dutch sovereignty, he declared, is a question which is not a fitting subject for a treaty to which the Dutch people would be. asked to give their assent.

The statement was made in reply to an interpolation by a Deputy, who asked for clarification of the Dutch attitude.

The Government, he declared, sociated the words of Herr Hitler in his Reichstag speech, when stated Germany's readiness to guar- antee Dutch and Belgian inviola- bility, with the Chancellor's com munication in March last year.

On that occasion Herr Hitler de- clared Germany was prepared to conclude a non-aggression pact with Belgium and France, Great Britain and Italy being possible which the guarantors, and in Netherlands could participate.

The magistrates and officials listened to a lecture by a police in- structor, telling of the various gases, the dangers of them, and their effect on human beings and on clothing, food, and other materials.

Then the instructor, told them how he to adjust the gas-masks, though added, half-apologetically: **Some of you probably know as much about gas as I do, having served in the war.".

As a matter of fact, about half of the officials had served in France and experienced gas attacks.

This was the first of a series of demonstrations organised by the Home Office Air Raids Precautions Depart ment.
