The repor- ters' task will not be to submit proposals, but merely to define the problems clearly and to point out in which way the various problems are interpreted.

The question of a Separation Covenant, from the peace treaties, which had driginally been includ- ed among the most important pro- blems to be discussed, was stated, contrary to expectations, not to be. one of the subjects on which a re- port has to be drawn up, the reason given for this decision being that all available material pertaining to this question is not yet to hand.

The report on the "Universality of the League" will be prepared by the British delegate, Lord Cranborne, that on Regional Pacts by the French delegate, M. Paul Boncour, and the report concern- ing the Reorganisation of the League of Nations by the Soviet delegate, M. Boris Stein.
