Canton, To-day.

Eaving failed to invade Suiyuan Province from the East, the Manchuria-Mongolian bandits, after concentrating at Pak- lingmiao, to the north of Saiyuan, lamiched another offensive on Monday night with Prince Teh as their Commander-in-Chief. They came down south to invade Wachuan, with the intention of cap- turing Kweisai, the capital of the Province. Wuchuan is to the south-east of Paklingmiao and to the north of Kweisni.

On the other hand they came down south to invade Kuyang with the intention of capturing Pautao. Kayang is to the south- west of Paklingmiao, and Pantao is to the west of Kweisai. The invaders were escorted by foreign planes, artillerly and cavalry-

The Government troops at Wuchuan and Kuyang, under Divi- sional Commanders Tseng. Yen-ngai, Suen Cheong-sing and Suen Lan-fung, engaged the invaders fiercely and drove them off a few miles near their base, Paklingmiao, at 10 p.m. Fighting con- tinued during the whole night.

Shanghai, - -To-day. The capture of Pailingmizo, the base of the Manchukuo- Mongol operations, to the north of Saiyuan, is claimed in semi-official Chinese re- ports which state that the Chinese troops occupied the town yesterday morning after -severe hand-to-hand fighting throughout the, night.

The capture followed the rapid encircling movement by a cavalry unit, supported by infantry-Reuter.

Shanghai, To-day. Three of the seven alleged National Salvation Association leaders were handed over to the Chin- ese authorities by the Settle ment Police late yesterday, following their re-arrest on a warrant issued by Judge Nyil, charging them with committing acts with intent to injure the Chinese public.

The three are Li Kung-po, Shen Chung-ju and Wong Tsao-shih.

Rumours are current in North China that the Japanese Kwantung Army in Manchuria has suggested to the Japanese War Office that an attack should be made on Suiyuan Province directly by Japanese troops. Fearing that these suggestions might be put into practice, the Central troops have been instructed to proceed to the front immediately to de- fend the line with the other Government troops there, and to launch a counter-attack on Shangtu, the other base of the bandits. Shangtu is in the ex- treme west of Chahar Province, to the east of Suyuan Prohibition of the three men was purely an administrative mat- ter. The Government has instructed the Ministry of Marine to take all the precautions necessary to protect the French flag in Spanish waters. The French authorities take the view that they cannot admit the right of the insurgents to blockade Barcelona, as General Franco's Government has not been accorded belliger- ent rights. Maritime circles point out that according to maritime law neutrals are not obliged to observe a blockade unless it is ef- fective, and the warships in the possession of the Burgos junta are too few. to accomplish this. The instructions to protect the French flag apply to waters off the coast of Spain in other words, outside Spanish territorial waters. It is learned that the French Government does not intend to take steps different from those adopted by Britain. -Reuter.
