It is officially confirmed that Mr. S. Kawagoe, the Japanese Ambassador to China, called on Mr. Chang Chun, the Chinese For- eign Minister, at the Chinese Foreign Office at 3 pm. yesterday to resume their fourth meeting concerning the Sino-Japanese re- lations. The meeting lasted three and a half hours, and Mr. Kawagoe left the Chinese Foreign Office at 6.30 p.m. Though the particulars of their conference are not divulged by either the Chinese or Japanese authorities, it is stated in well-informed cir- cles that owing to the wide divergence of views disclosed they were still far from agreement. It is also reported that because the Japanese Kwantung Army and the Japanese troops in North China insist on the enlargement of the Hopei-Chahar Political Council, the joint suppression of communism and economie co- operation in North China, Mr. H. Arita, the Japanese Foreign Minister, instructed Mr. Kawagoe on Sunday to approach the Chinese Government with regard to the North China scheme, stressing its reciprocal advantages.
