The British Ambassador called on the Foreign Minister and denied the rumour that the Governor of Hong Kong would arbi-) trate between China and Japan. The Ambassador added that the British Government had no intention of intervening in Sino Japanese relations.

Whitehall Opinion On Shanghai Incident
London, To-day. "Wait and see" is the motto of Whitehall with regard to the Shanghai incident. Although the incident itself is not thought to be more serious than that which started the Japanese attack on Shanghai in 1952, the important point is what the Japanese want. to make out of it.
There does not seem to be any special reason which Japan should choose this particular moment for another forward movement in China-Eenter.
