It is learned that Mr. Tyan has sent Mr. Ling Sze-fan to Pakhoi for this purpose.
At the same time, the Generalissimo has ordered General Tsai Ting-kai to withdraw the 19th Route Army from Pakhoi before the 15th inst.
Because of this trouble the Generalissimo will delay his de parture for Nanking, though Mr. Shigeru Kawago is waiting for him there to discuss the Sino-Japanese negotiations.
